Honda City Petrol Owner Violates Delhi GRAP: Fined Rs 20,000 [Video]

The Government of Delhi recently rolled out GRAP III after the AQI (Air Quality Index) crossed the 400 mark. Now, as a part of this new rule, all BS-IV and older diesel four-wheelers, BS-III petrol four-wheelers, and BS-III two-wheelers are banned from entering Delhi. Unfortunately, not all car owners from other states are aware of this new rule, and due to this, they are being fined. Recently, a video has been shared online in which a 2016 Honda City Petrol owner was fined Rs 20,000.

The video in which the owner explains the fine that he had to pay for his 2016 Honda City Petrol has been shared on Instagram by M Ravi Thakur on their page. It starts off with the vlogger mentioning that his car is not even 10 years old, but just at the time of entering Delhi after coming from Haryana, they were handed a fine of Rs 20,000.

Following this, he then elaborates that everyone has heard about the 10-year-old diesel car ban in Delhi. However, now the Government of Delhi has found a new way to collect fines from vehicle owners of vehicles which have not aged. Soon after this, he highlights that his car is a 2016 Honda City sedan which is not even 10 years old, and it is valid till 2031.

However, despite this, they had to pay Rs 20,000 in fine. The owner then mentions that the police officers explained to him that a new rule has been rolled out under which all diesel cars which are non-BS-VI and are BS-IV or BS-III will be fined in Delhi. He adds that for petrol cars, the government is allowing only BS-IV vehicles.

The owner continues and mentions that when they asked the police for the reason, they told him that the new rule can be read online. He adds that the police officers were very cooperative, and they were just doing their duty. However, according to him, this is just a new way of collecting fines from vehicles which are not even 10 years old.

What is this new rule?

As mentioned above, the new rule which the owner does not name is called GRAP III. It stands for Graded Response Action Plan and was implemented in Delhi after the AQI crossed 400. Due to this rule, BS-III petrol four-wheelers, BS-IV diesel four-wheelers, two-wheelers with BS-III petrol engines manufactured before 2010, and non-essential medium and heavy goods vehicles with BS-IV diesel or older cannot enter Delhi.

If these vehicles are stopped by Delhi Police, they will have to pay Rs 20,000 as a fine, which the Honda City owner mentioned above did. Additionally, if the vehicle that has been caught does not have a valid PUC (Pollution Under Control) certificate, they will have to pay an additional fine of Rs 10,000.

Due to this rule, most petrol cars sold before 2010 and most diesel cars sold before April 2020 are getting impacted, and they will be fined by the authorities upon entering Delhi. Only vehicles used by people with disabilities and vehicles deployed for essential or emergency services are exempted by this rule.
